This is from the Real Ghostbusters "screamin' heroes" line, it came with Egon Spengler.
The human figures could be wound up, then a button would cause their heads and arms to spin wildly.
These ghosts bizarrely plugged into sockets on the backs or chests of each human, and emitted a grating screech when the latter's action feature was used!
